Changes and trends in education can be generated by shifts in legislation, the economy, demographics, and other factors. To help teachers, administrators, policymakers, and others who wish to identify and respond to changes that are affecting education, the Laboratory has released its latest depiction study, Regional Needs Assessment 2000: The Evolving Context for Teaching and Learning in the Northwest."Public schools do not operate in a vacuum," state the authors, Lucy Barnett and Richard Greenough. "The constantly changing demographic, economic, and political landscape in which they operate determines, in part, the types of challenges they face as they go about the business of educating Northwest children, youth, and adults." Annually, NWREL's Office of Planning and Program Development conducts surveys and state forums around the region to identify trends and to determine the emerging needs of Northwest schools. Drawing on the surveys, forums, and a number of data sources such as the National Center for Education Statistics, the findings are published in this depiction and are used by the Laboratory to inform policymaking and to tailor education research and development, technical assistance, and training to meet the specific needs of schools and districts in the region. The study provides data and analyses for such high profile issues as the implementation of state standards, increasing dropout rates, declining rural enrollments, the rapid growth in minority enrollment, and teacher shortages. It suggests implications these trends may have for addressing the educational needs of the Northwest's changing student population.
