Statewide Professional Development Models

The documents and Web sites in this section are the result of a search of policy and practices in state educational agencies and a review of documents produced by organizations and agencies that review and conduct research on professional development models that states have implemented. This search strategy was chosen in response to the request for examples of what other states have done. Documents and references were selected to represent different models and frameworks found across a variety states.

Learning into a statewide system of support: New York State's regional network strategy for school improvement.

This report is based on a three-year study of the design of New York's Regional Network Strategy and its subsequent implementation activities, including the development of statewide professional development for members of the network involved in the state's strategy. A study of professional development for public school educators in West Virginia. Oxford, OH.
National Staff Development Council (2005).

The West Virginia Legislature authorized a study of professional development for public school educators, with oversight of the study to be provided by the Legislative Oversight Commission on Education Accountability (LOCEA). The National Staff Development Council (NSDC) was selected to conduct the study, providing an overview of the current state of professional learning in West Virginia with recommendations for state professional development standards and best practice to assist in advancing student achievement. Evaluation of educator professional development programs implemented at the regional and local levels: Final Report.
Southwest Educational Development Laboratory (2006). Austin, TX: SEDL.

In May 2006, the Texas Education Agency (TEA) contracted with the Southwest Educational Development Laboratory (SEDL) and its subcontractors Applied Research Solutions (ARS) and Academic Information Management (AIM) to evaluate educator professional development (PD) programs implemented at the local and regional levels in Texas. The evaluation was designed to accomplish two primary tasks: 1) to review the implementation of educator PD programs in reading, math, and science at the regional and local level; and 2) to report on the characteristics and best practices of these programs.
