Response To Intervention (RTI)

The Individuals with Disabilities Education Act (IDEA) 2004 authorized local education agencies to use Response to Intervention (RTI) models. RTI is an integrated approach that includes general, remedial, and special education. It is based on a three-tiered model that monitors student progress with different levels of intervention intensity. By providing scientifically-based interventions to students, monitoring progress on interventions, and using this information to determine who is in need of more intensive services, RTI also builds on the requirements of No Child Left Behind (NCLB).

National Center on Response to Intervention
National Center on Response to Intervention is funded from the U.S. Department of Education's Office of Special Education Programs (OSEP). The Center's mission is to provide technical assistance to states and districts and building the capacity of states to assist districts in implementing proven models for RTI/EIS.


California Department of Education's RTI Video Series
The California Department of Education has created five 1.5 hour long videos on the topic of RTI. The videos can be viewed on your computer free of charge.


New Roles in Response to Intervention: Creating Success for Schools and Children
This resource, a collection of position papers from myriad of professional organizations, provides general information about RTI and various school personnel's roles in RTI.


CalSTAT's Special EDge, Winter-Spring 2006 Newsletter
This issue of the California Services for Technical Assistance and Training's Special EDge newsletter titled "Response to Intervention: An Overview" provides an introduction to the who,what, why and how of RTI.


Response to Intervention Approach (RTI): Star Legacy Module
The IRIS Center for Faculty Enhancement, in collaboration with the Tennessee State Improvement Grant (SIG) has posted the first in a series of new modules, which provide information on the Response to Intervention approach (RTI). The first module, "RTI (Part 1): An Overview," compares the RTI approach and the currently used IQ-Achievement Discrepancy model for the identification of learning disabilities. It then explores in depth the RTI approach, specifically the Standard Treatment Protocol.


Response to Intervention: Policy Considerations and Implementation
This book, available for purchase from the National Association of State Directors of Special Education (NASDSE), provides policy and implementation options for Response to Intervention (RTI).


Response to Intervention Webcast Series
This series is part of a collaborative project between the California Department of Education's Special Education Division and the Sacramento County Office of Education (SCOE). The purpose of the Webcast series is to provide general and special education personnel information regarding recent changes in federal law in relation to students with disabilities.

National Implementation Research Network (NIRN)

Learning Disabilities Resource Kit: Specific Learning Disabilities
Determination Procedures and Responsiveness to Intervention NRCLD developed this kit to help schools and districts navigate changes related to specific learning disability (SLD) determination and responsiveness to intervention (RTI). Included in the kit is general information on SLD determination and RTI, tools for getting started, PowerPoint presentations, and resources for parents. In particular, the School-Based RTI Practices section provides information from elementary schools around the country that are implementing RTI. Topics include school-wide screening, progress monitoring, tiered service delivery models, data-based decision-making, parent involvement, and fidelity of implementation.


Partnership for the Implementation and Evaluation of Response to Intervention for Learning Disability Eligibility Determination: University of California-Riverside
The purpose of the "partnership" is to assist school districts in California and nationally in the implementation and evaluation of a Response to Intervention Model for Learning Disability Eligibility determination.

Idaho RTI Electronic Learning Community
The Special Education Section of the Idaho Department of Education in association with the Idaho Training Clearinghouse has created an electronic learning community on Response to Intervention. The site contains links and documents to RTI resources specific to the state of Idaho as well as links to general information from various internet sites.

Oregon Department of Education's Response to Intervention Initiative (OrRTI)
The Oregon Department of Education's Response to Intervention page contains links and documents to RTI resources specific to the state of Oregon as well as links to general information from various internet sites.


Oregon Response to Intervention (OrRTI) Training Materials
The Tigard-Tualatin School District has developed a Response to Intervention (RTI) training program for the Oregon Department of Education. The Oregon Response to Intervention Guided Development Project provides intensive training and support to Oregon school districts. Training is focused on multi-tiered instruction, systems requirements, teaming, data analysis, and using the RTI approach to identify learning disabilities. Materials used in this training, as well as other materials that districts may find useful, are available through this Web site.

Access Center
The Access Center is a national technical assistance (TA) center funded by the U.S. Department of Education's Office of Special Education Program, whose mission is to improve educational outcomes for elementary and middle school students with disabilities.


Colorado Department of Education's Response to Intervention (RTI)
The Colorado Department of Education has developed a variety of tools to assist schools in implementing an RTI model. Included on the site is a rubric that allows educators to assess how prepared their school is for RTI implementation and to formulate a school profile.


International Reading Association's Focus on Response to Intervention
The International Reading Association (IRA) has created an online RTI Resource Library that lists articles, book chapters, and brief reports.


National Center on Student Progress Monitoring
The National Center on Student Progress Monitoring provides technical assistance to states and districts as well as disseminates information about progress monitoring practices proven to work in different academic content areas for grades K-5.


Regional Resource and Federal Centers (RRFC) Network
Funded by the U.S. Office of Special Education Programs (OSEP), the Regional Resource and Federal Centers (RRFC) Network is made up of the six Regional Resource Centers for Special Education (RRC) and the Federal Resource Center (FRC). The Centers assist state education agencies in improving education programs, practices, and policies that affect children and youth with disabilities.


RTI Action Network
The RTI Action Network is dedicated to the effective implementation of Response to Intervention (RTI) in school districts nationwide. Our goal is to guide educators and families in the large-scale implementation of RTI so that each child has access to quality instruction and that struggling students - including those with learning disabilities - are identified early and receive the necessary supports to be successful. The RTI Action Network is a program of the National Center for Learning Disabilities, funded by the Cisco Foundation and in partnership with the nation's leading education associations and top RTI experts.


U.S. Department of Education's Response to Intervention: Special Education Research
The purpose of the Response to Intervention (RTI) Research Grants Program is to contribute to the improvement of instruction for students with disabilities and to the prevention of inappropriate identification of specific learning disabilities.
