NWREL's Office of Development and Communications (ODC) provides support for the operating programs of the four Centers of Excellence in the form of communications and development services and conducts institutional marketing and outreach. The office also houses the NWREL Professional Library and manages the organization's intellectual property portfolio. About 20 percent of its operating costs are recovered from marketing revenues, half comes from NWREL's indirect costs budgets, and the remainder is billed as a direct Regional Educational Laboratory program cost.
