RURAL EDUCATION PROGRAM

The Rural Education Program helps ensure that rural students attending small schools have access to quality education to achieve community-valued outcomes.

The work of the Rural Education Program centers on the intersection between school renewal and rural community development. The region’s schools—including small, rural schools—are engaged in reform and improvement efforts to benefit the nature and effectiveness of teaching and learning, particularly with regard to challenging learning experiences and standards for all students. A variety of initiatives, including school-to-work transition programs, experiential education, service learning, and place-based education, have encouraged greater use of community resources and situations as meaningful learning opportunities for students.

The School-Community Renewal Project targets three goals: (1) establishing education and community development resources for building local capacity; (2) examining how these capacity-building resources can be delivered; and (3) examining how capable community revitalization teams can interact with one another to provide mutual support within and across communities.

The Rural Learn and Serve Network provides technical assistance for rural schools and communities in establishing service-learning partnerships with organizations serving rural communities in the Northwest.

The leadership resources developed for charter schools also provide practical information for rural schools. For example, community relations for both rural and charter schools includes dealing with controversy, juggling interest groups, communicating parent expectations, and marketing the school—valuable information for all schools.

Program Components

School-Community Renewal
Applied research and development work in rural education focuses on developing and expanding local capacity of small, rural community schools enrolling significant numbers of economically disadvantaged students. The goal is to initiate and sustain long-term educational improvement efforts that result in measurable progress toward the attainment of desired learner outcomes.

Rural Learn and Serve Network
The focus of this work is to promote and support the development of service-learning programs in rural public schools, providing opportunities for students to use acquired academic skills to respond to the needs of their own communities.

Charter Schools
A variety of services and information are available for charter schools throughout the nation. Current projects include development of charter school leadership training, collection and dissemination of charter school training materials, and evaluation of state and local charter schools and initiatives.

Major 1999 Accomplishments

  • Handbooks for building partnerships, identifying assets, and locating resources were developed and published as tools that promote school and community collaboration.
  • Case studies were conducted in one rural school district in each of the five Northwest states to identify implications for schools and their communities attributed to implementation of state education standards.
  • A regional rural forum was conducted on diversity and community in collaboration with the Equity Center.
  • A leadership training academy was organized and presented for 60 leaders and founders from 15 charter schools in 12 states.
  • A video and annotated transcript were developed for charter schools to establish effective community relations.
  • Assistance was provided to Oregon’s federal charter school grant application, and to both Oregon and Idaho Departments of Education in preparing plans for evaluation of their states’ charter school programs.
  • A study was conducted to determine how to effectively present school district financial information to the public.
  • 21st Century Community Learning Center grant-writing tips were written for the Oregon Department of Education, and grant applications were reviewed for schools in Idaho, Montana, Oregon, and Washington.
  • The annual Learn and Serve program report of K-12 grantees’ projects was prepared for the Washington Office of Superintendent of Public Instruction.
